Timeline of the E-Fapiao Pilot Program Expansion
The pilot program for fully digitalized e-fapiao began on December 1, 2021, with selected taxpayers in Shanghai, Guangdong (Guangzhou, Foshan, Guangdong-Macao Intensive Cooperation Zone), and Inner Mongolia (Hohhot). Since then, the program has expanded as follows:
April 1, 2022: Extended to more selected taxpayers in Guangdong province (excluding Shenzhen).
April 25, 2022: Expanded to selected taxpayers across Inner Mongolia.
May 10, 2022: Taxpayers in Sichuan province allowed to receive invoices from pilot regions.
May 23, 2022: Updated rules applied to selected taxpayers in Shanghai.
June 21, 2022: Scope of recipients expanded to Beijing, Shenzhen, Jiangsu, Shandong (excluding Qingdao), and Zhejiang.
June 25, 2022: Pilot program in Shanghai extended to the entire city.
July 18, 2022: Recipients expanded to Chongqing, Hebei, Henan, Fujian, Anhui, Jiangxi, Shaanxi, Hunan, and Hubei.
July 31, 2022: Further expansion to Qingdao, Ningbo, and Xiamen.
August 28, 2022: Included Tianjin, Shanxi, Gansu, Ningxia, Qinghai, Xinjiang, Liaoning, Jilin, Heilongjiang, Yunnan, Guizhou, Guangxi, and Hainan.
October 27, 2022: Guangdong expanded the pilot to newly registered taxpayers province-wide (excluding Shenzhen).
October 28, 2022: Extended to selected taxpayers in Sichuan province.
November 30, 2022: Included selected taxpayers in Xiamen.
January 20, 2023: Shanghai's pilot program expanded to all newly registered taxpayers.
January 28, 2023: Extended to selected taxpayers in Chongqing, Qingdao, Dalian, Tianjin, and Shaanxi provinces.
March 22, 2023: Included selected taxpayers in Henan and Jilin provinces.
March 30, 2023: Expanded to selected taxpayers in Shenzhen (Guangdong province), Ningbo (Zhejiang province), Fujian province, and Yunnan province.
November 1, 2023: Pilot programs initiated in Beijing, Hunan, Shandong, Anhui, Qinghai, Ningxia, and Guizhou.
December 1, 2023: Tibet commenced pilot programs, marking nationwide implementation.
