Integration of China’s Foreigner’s Work Permit with Social Security Card

Starting December 1, 2024, China’s Foreigner’s Work Permit will be integrated into the country’s social security card. This change simplifies procedures by embedding work permit details directly into the social security card, offering foreign nationals enhanced convenience while reducing the need for multiple documents.

The integration, announced by the Ministry of Human Resources and Social Security, is supported by a system upgrade conducted between November 29 and December 1.

What Does the Integration Mean?

The social security card serves various functions, including identity verification, recording information, accessing medical benefits, and supporting financial transactions such as payments and transfers. By incorporating work permit data, the new system improves efficiency for both foreign nationals and government agencies in China, facilitating better information sharing and management.

Here’s what foreign workers in China need to know about these changes.

Changes to the Foreigner’s Work Permit in China

Online Application and Integration

From December 1, 2024, foreign nationals entering China for work purposes will no longer require a physical Foreigner’s Work Permit. Applications, renewals, modifications, and cancellations can be handled entirely online via the Service System for Foreigners Working in China. In special cases, on-site submissions may still be required.

After entering China, foreign nationals can register with the Electronic Social Security Card App using their name, work permit number, or social security number. Once verified, they’ll receive an electronic social security card that includes their work permit information.

For those already holding physical social security cards, the digital version will provide equivalent functionality. Existing physical work permits will remain valid under the “no change, no replacement” rule until renewal or modification.

Application DocumentsEmployers must still apply for the Foreigner’s Work Permit in China on behalf of their employees within 15 days of entry. Required documents include:

  • From the employee:

    • Work Permit application form

    • Proof of previous employment and education

    • Criminal record certificate

    • Medical examination record

    • Job contract or appointment letter

    • Passport and ID photo

    • Information on accompanying family members

  • From the employer:

    • Registration form

    • Business licence and organisation code certificate

    • Employer/agent ID details

    • Industry licence documents

The approval process remains unchanged, typically taking 10 working days, or five for Tier A talents.

Impact on Related Processes

Work Visa Application The work visa application process is unaffected. Employers in China must still apply for a Notification Letter of Foreigner’s Work Permit on behalf of foreign employees. The employee will use this notification to apply for a Z visa at a Chinese consulate or embassy abroad.

Resident Permit Application Foreign nationals entering China on a Z visa can apply for a Resident Permit at their local public security bureau. The process has been streamlined, allowing applicants to use either the Notification Letter of Foreigner’s Work Permit in China or their electronic social security card containing work permit information. This change eliminates the need to first obtain a physical Foreigner’s Work Permit. Authorities can verify permit details directly through the electronic system or by scanning the QR code on the e-card.

Social Security Registration Employers or foreign workers in China can register for social insurance online or at designated agencies. The social security agency will verify work permit details electronically before issuing a physical social security card for eligible individuals.
