Key Updates to China's Administrative Measures for Taxation on Imported and Exported Goods

China's General Administration of Customs has implemented substantial reforms aimed at improving tax governance and operational efficiency for imported and exported goods. These updates, effective nationwide, are designed to modernise tax administration while enhancing compliance. The key changes include:

  1. Enhanced Inter-Department Collaboration in China

    • Nationwide mechanisms for customs clearance and inter-department coordination have been established to improve governance and efficiency across China's customs operations.

  2. Introduction of a Self-Declaration Mechanism in China

    • Businesses in China are now required to self-calculate and declare tax liabilities. Digital tools are being implemented to facilitate tax payments and documentation, reducing administrative burdens.

  3. Revised Duty and Exchange Rate Policies in China

    • Duty rates will now be applied based on the date of declaration completion, impacting importers and exporters throughout China. Special rules address scenarios such as pre-arrival declarations and changes to customs documentation.

  4. Consolidated Tax Payment Deadlines in China

    • Enterprises in China must adhere to clear timelines for consolidated tax payments, with dues payable within 15 days of declaration completion or by the 5th working day of the following month.

  5. Enhanced Tax Enforcement in China

    • China has refined tax enforcement procedures to include mandatory pre-enforcement reminders, ensuring compliance with customs tax obligations.

  6. Clarification of Royalty Obligations in China

    • Importers across China must now declare royalties related to dutiable goods, a move aimed at enhancing transparency in the country's customs processes.
